Individuals of various local steward associations and local government observed declining cultural and natural values of KV which resulted in building knowledge, creating social networks, and developing a framework of vision and goals for the area (Phase 1). This was part of a strategy to prepare the system for change and used in the window of opportunity (Phase 2) to create the new governance system. One key individual was particularly important for coordinating the efforts in the preparation phase and leading the change.
